Is the ISIS3 server down today?

tried syncing ISIS3 base data and received the error:

rsync: failed to connect to isisdist.astrogeology.usgs.gov: Operation timed out (60)

rsync error: error in socket IO (code 10) at /AppleInternal/Library/BuildRoots/20d6c351-ee94-11ec-bcaf-7247572f23b4/Library/Caches/com.apple.xbs/Sources/rsync/rsync/clientserver.c(106) [receiver=2.6.9]

Is this error from the ISIS3 server or my own machine?

Replacing the USGS ISIS Rsync Server

The USGS Astrogeology Science Center (ASC) stewards, maintains, and develops the Integrated Software for Imagers and Spectrometers (ISIS) suite of software applications, which includes the distribution of mission kernels and additional data used by ISIS applications. The rsync server that the ASC has maintained to distribute these data for use with the ISIS software applications will be disabled on November 30, 2022.
