Problem with rsync on old isis install

Hello,
I’m trying to install an older version of isis (<=3.5) and I’m having trouble connecting to the rsync servers. Does anyone know if those servers are still operational?

Here is my command and response:
(base) [phillms1@themisredhat7 isis3]$ rsync -azv --delete --partial isisdist.astrogeology.usgs.gov::x86-64_linux_RHEL_old/isis .
rsync: failed to connect to isisdist.astrogeology.usgs.gov (184.164.152.106): Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(126) [Receiver=3.1.2]

btw, I also tried using port=80, and I get this other error:
(base) [phillms1@themisredhat7 isis3]$ rsync -azv --delete --partial --port=80 isisdist.astrogeology.usgs.gov::x86-64_linux_RHEL_old/isis .
rsync: server sent “Invalid HTTP Request” rather than greeting
rsync error: error starting client-server protocol (code 5) at main.c(1656) [Receiver=3.1.2]

I checked my rsync as well by using it on a different server, and that worked.
